Now it kinda sounds like each suggestions could have some sort of "minimum"...
as is well known, naming things is one of the hard problems in computer science
(the others being caching, and off-by-one errors).
We could go explicit: kUseSuggestionsEvenIfFewFeature? Or you can just leave it
as is; I'll leave the decision to you.
