AppListTestViewDelegate::ShouldCenterWindow returns the proper value.

AppListTestViewDelegate::ShouldCenterWindow returns the proper value.

Previously, AppListControllerTest's "centered" tests were actually
testing the non-centered app list mode (due to an uncaught semantic
merge conflict between SVN 268479 and 269208). Now the centered tests
run the app list in centered mode.

Note: To understand what this is doing, have a look in
ash/wm/app_list_controller_unittest. It sets the kEnableCenteredAppList switch,
which previously had no effect due to this method returning false in tests (so
it would run all the tests twice with the non-centered app list).
