Shouldn't the limit of pages per URL be 1?

I don't think we should enforce this here.  I think the case where a URL is
suggested, then a week later is not suggested, then a week later becomes
suggested again should be supported.  Right?

OK. We can change this later on should we decide to not re-download pages that
are already in the model database.
