This includes r299782 which allows for using
_interlockedbittestandset without including
intrin.h, and a configuration change which means
Clang no longer implicitly passes -Wl,--build-id
to the linker by default.

I think that message is sent when the Linux part is done. I expect the win bots
to come back red. Change lgtm, maybe you can call out the build-id change in the
cl description (and add the vc17 bug to the bug line and mention the new intrin)
