Add identifier for the localized text of a menulist

Add identifier for the localized text of a menulist

The text displayed should indicate the number of options selected.
e.g. "2 selected"

This CL is needed for other CLs to implement this change.

I have built Blink in a Linux VM.  When I run the tests without this patch
applied, the following two tests will sometimes succeed, and other times fail:
-
http/tests/security/dataURL/xss-DENIED-to-data-url-in-foreign-domain-subframe-location-change.html
- http/tests/security/dataURL/xss-DENIED-to-data-url-sub-frame-uppercase.html

I am not sure what to do.  Whether these tests pass or fail appears random.

Should this patch be retried?
