Disable auto-reload on mobile canary and dev channels.

We currently don't have any data on auto-reload's usefulness or, more
importantly, its battery impact. Disabling it for dev pending investigation.

I'm concerned that using CHANNEL_UNKNOWN will mean that people building their
own copy will have this on by default, which while not a disaster, I think will
violate the principle of least astonishment in that case.  Maybe just make
kForceChannel always CANARY and put the kForceChannel check behind an #if
!defined()?
