Please talk to UX/PM whether this is a self-contained change, if so, you don't
need the flag.
NOT having a flag is in a way better because the change starts testing on
dogfooders immediately.
But please, in advance, check that sky@ won't have problems with NOT having a
flag.

Vadimt and I talked offline about this and decided that the change is too
extreme to introduce without a flag (for now).
