This isn't really a LockStateNotifier any more. It should probably be renamed
(or maybe folded into some other class that observes notifications).

Yes, my plan is to retire this class completely. I would probably move
NOTIFICATION_APP_TERMINATING into SessionControllerClient and add a mojo call to
forward it to ash.
