Yes, it was in an early chrome://network re-factor CL that has since been
re-re-factored on top of this one. This change makes more sense here I think.

I think, 'connectable' makes only sense to us who know Shill's definition of it.
Maybe something like 'if the system indicates that the network is fully
configured, i.e. no additional configuration and user interaction is required to
connect.' would be clearer?
