This looks OK.  The license seems to fall under the "attribution" category in
the open-source office listing, which is OK.

We usually put third-party code in a separate repo, and bring it in through
DEPS, but since this code is so small, it seems OK to check it in directly.
There are other things checked in in third-party that are licenced, as well.

I actually started by pulling via DEPS from the main requirejs repo, but this:

recommends only pulling from dart-lang or google github.  We currently only do
that and chromium repos in DEPS.  This seems too small to merit a fork, so I
added directly.
