Add target_build_type flag to bisect-perf-regression tool to enable bisecting of a Debug build with run-bisect-manual-test.py tool.

The run-bisect-manual-test.py uses bisect-perf-regression.py under the hood, and currently it
is not possible to bisect a Debug build this way.  This CL addresses this.

Also fixes browser.Start() / browser.Close() in manual-test.py.

I don't see any problems WRT bisect-perf-regression.py, LGTM.

Not sure what browser.Start and browser.Close did in bisect-manual-test.py, but
I trust that they were unnecessary?

Yeah, this seems to be unnecessary now (the with / as scope opens and closes the
browser now - not sure if this was the case when I wrote it originally or is a
difference in Telemetry since then).
