Trying to find the right way to expose these.  I'd rather not have a ton of
methods on the NotifierUi interface above.  You should be able to pull the type
of notification you need to show from the OfflineItem state without the need of
an additional 'action' parameter.

I think OfflinePages needs PENDING, and these two states make sense to me as
OfflineItemStates anyway.
