This doesn't look right to me. As best I can tell, this is a mailing list for
web developers to reach the devtools team. Not the list the devtools team does
to do their work.

Is there context I'm missing or did the devtools team misunderstand the purpose
of putting email lists here?

I don't think we have made it clear enough to the teams what these emails were
for when we created the spreadsheet. In fact at the time we didn't know for sure
ourselves. I'll reach out to devtools team and ask which list we can use
instead.
