Moving mojo/validation test into LayoutTests

Using your patch, I was able to finish the validation tests by using the
generated file directory.  However, this was my first time working with .gn
files, so I am not sure if I organized the BUILD directories in the best way.  

Also, I marked this change as dependent by including CQ-DEPEND=CL:2759803002 in
the description, but it is unclear to me if this is being read properly by the
system.  Let me know if I need to add anything else, or any other changes I
should make.
