2 nits:
-since this is only called in content, it shouldn't be in the public api
(http://www.chromium.org/developers/content-module/content-api)
-since this is only called by WebContentsImpl, also don't add it to
WebContentsImpl's public methods. pending-rvh is a concept that we have tried to
hide to as few classes as possible. so just in-line the two statements in this
method inside SetAccessibilityMode
