Remove ViewHostMsg_UpdateIsDelayed

Remove ViewHostMsg_UpdateIsDelayed

This message can only affect RenderWidgetHostImpl::WaitForSurface, which
is only called on Mac. However, it is never sent on mac. So just remove
it.
