Remove routing_id parameter from ResourceDispatcher::DidChangePriority().

Remove routing_id parameter from ResourceDispatcher::DidChangePriority().

This parameter is unused, so we don't need to pass it down to
DidChangePriority() anymore.

This is another small chunk from r267947 unlikely to regress anything.
