I'm not all that qualified to review this, but I don't see any obvious problems,
and it's low risk.  Since Siggi is on vacation next week, and Peter has already
left for the weekend, let's land it as is.

Peter, if you see problems when you review the code, we can always fix them with
follow-up CLs.
