Native methods are now handled by the outline builder. This means that we know
if a method is native when its builder is constructed.

The annotations are added later, but as part of the overall outline phase. This
is because we can't ensure that ExternalName class is read before any native
methods are read by the outline builder. But they will be correctly annotated
when the outline phase is over and the body builder kick in (although it doesn't
care about the annotations). It seems to me that annotations belong in outlines,
but we can always tweak this.
