DevTools: element's panel gutter icon to not capture click events

DevTools: element's panel gutter icon to not capture click events

Since gutter icon element is larger that it's owner container, it increases
the click area of the gutter-container.

This patch makes icon transparent for the clicks, restoring old behavior.
