Feel free to create a new component if needed for headless. https://bugs.chromium.org/p/chromium/issues/entry?template=Component%20Request About Manifest: The current component prediction system would make a wide guess if it didn't find much clues for a directory. (My understanding: Manifest is suggested due to its training data is less and thus the prediction system thought this component is a good general component).
