Add Timeout marker to kernel pkg test. This is already marked as expected fail on Windows. It is also slow, why it seems to timeout sometimes. Related to #28243 TBR=kmillikin Committed: https://github.com/dart-lang/sdk/commit/7646c15bc8d3c950188be2f4fa52125710fceafe
