Actually looking back at my notes, the problem may have been webkit_unit_tests
having the dependencies, which is a blink-only change:

We can certainly commit this but we can also just go about removing this define
from blink-side.

Lets wait for the try-bots here as at least they'll tell us if browser_tests
have any trouble with this change.

Actually this already appears to always be enabled for Chrome. So it's just a
matter of fixing any blink side tests that this breaks before we can remove
this.

I like that this change at least makes it more explicit that this is no longer
an option.  It's just vestigial code which will soon be gone.
