Gardening: Added status Crash, Pass for empty_packages_file_option_test.

That test has crashed almost every time in 40 builds (2581--2620) on
analyzer-win7-release-be, and standalone.status has been updated
accordingly.

The change has been communicated via a comment on sdk issue #28645.

Gardening: Adjusted status of empty_packages_file_option_test to include crash.

In almost all of 40 builds ending in 2620 on analyzer-win7-release-be this test
has outcome Crash. This CL adds
outcome `Crash, Pass` to the status file, for windows platforms, to match the
actual behavior.

The change has been communicated via a comment on sdk issue #28645.
