base: Increase emulated discardable memory limit.

This increases the limit to 128MB but keeps the limit under moderate
pressure low so the total amount of memory used by chrome is not
significantly increased.

LGTM from a base/OWNERS perspective.

To be honest, I'm not super well qualified to evaluate the memory limit for the
emulated discardable memory. Is there someone else on your team (or pliard) who
is acquainted with the usage of discardable memory and can comment more
competently about this change? It'd be nice if you could get someone else to do
a review of the actual memory constant.

And theoretically, it'd be nice to pull this constant out to the embedder. Meh.
If someone else wants to use this in the future, then maybe we'll do that
refactor then.

Since this increase is just for the active tab, that doesn't seem unreasonable.

Lgtm. I believe David has his other MacOS patch that moves the hard-coded
constant out of the manager. The 128 MBytes limit looks reasonable to me
although those things are pretty empirical in general.
