Is it necessary for SyntheticGestureTarget{Aura,Android} to inherit from Base?
It looks like we override most of the functionality, in which case I think this
would all be simpler if we have SyntheticGestureTarget{Aura,Android,Default},
and they don't share any implementation details.

There is some common functionality: GetSyntheticGestureUpdateRate() and
OnSyntheticGestureCompleted(). But yes, it's limited.
