Perhaps I am missing something, but why does the migration test use
manually-created schema and data, rather than just leveraging this golden file?

OK, that's great.  I was torn about suggesting converting to a golden file,
since some of the other code is already using inline insert statements and I
dislike inconsistency.  But I do think golden files provide a stronger signal
for "If you're editing this, you're probably doing it wrong."
