Adding Cira & Mihai to OWNERS for internationalization (i18n)

Keeping the names together so that I can put one comment for both.
Might also sort alphabetically, with the comment after each email.
Not sure what option was best, I have seen it done both ways.

I have also seen the option to add per-file ownership, but I am not sure how
would that affect testing (where we would want the freedom to add files as
needed).

I would prefer if you could set up ownership only for the files that you
actually need to change frequently, this ensures that changes to other files
must be looked at by a core V8 engineer... and that's a good thing.
