This exposes an important difference between fasta and dart2js: fasta builds up
an outline with function signatures whereas dart2js' outlines are without
signatures.

Based on what we have learned from fasta, it would make sense to make outlines
with signatures in dart2js, but I don't think that would be worth the effort as
the long term plan is to base dart2js on kernel.
