Revert "Update checked-in Dart SDKs to 1.22.0-dev.9.0"

This reverts commit 79bd6b8676cea30db847f64986b87969831fdc65.

The new checked-in SDKs required glibc 2.16 on Linux, due to a build error.
We will check in new ones without this problem.
