can you simplify this api by:
1) removing teh SetWebRtcRtpPacketCallback method and instead passing that
callback to StartRtpDump

2) removing StopRtpDump by having StartRtpDump return a callback that is used to
stop?

3) remove OnRtpPacke from RenderProcessHostImpl and instead have the webrtc code
use the callback directly instead of going through RPHImpl
