Add instruction to install Visual Studio SDK for ChromeDebug.

Add instruction to install Visual Studio SDK for ChromeDebug.

For C# projects, if a ProjectType GUID is not available, the vague error
"The project type is not supported by this installation" is given.
In this case the issue is usually that the Visual Studio SDK is not
installed.

Sure, why not? On the other hand, the Visual Studio SDK only comes in specific
versions anyway, so it's rather unlikely that someone would pick up the wrong
one. The reason I added this is because the error message that Visual Studio
gives when you don't have the SDK installed does not provide any indication as
to what might be wrong.
