Remove NOTIFICATION_EXTENSION_UNLOADED_DEPRECATED from c/b/e/api

Remove NOTIFICATION_EXTENSION_UNLOADED_DEPRECATED from image_writer_private and signed_in_devices API.

Use ExtensionRegistryObserver instead.
