I guess this means the client is owned by Blink.  How long is the embedder
allowed to retain the client?

So I tweaked ownership a bit, letting the embedder own this. There's no good
reason for the embedder to delete it early, but the ownership model is simpler
this way and there are enough OwnPtr's around so that at least from blink's
perspective, ownership has been handed off.

In reality the Provider is owned by Blink, and will pass ownership of the client
back to the provider, so when the provider goes away, it will delete the client.
