Add WebRTC Logs directory to file access whitelist

I have no clue about this file.  Looking at the review list, sergiu@ has
modified it the most.  sergiu@: Could you review or suggest a good reviewer?

I'm willing to stamp once that review is done (since I'm an OWNER in this
directory and sergiu@ isn't).

Hey, I've touched that file but sadly I have no idea about that whitelist.
Looking at the history a bit maybe mmenke@ has an idea, adding him to CC now.

I am vaguely familiar with this, but I'd like to have someone who actually knows
what's in these logs sign off on this before I do.

So, I do know what the logs contain. :) Adding Tommi as well to review this.

Briefly:
- The logs contain information about WebRTC calls (no audio or video) and some
limited information about the user's machine.
- The logs are accessible to the user on other platforms and we want to make it
so on ChromeOS as well.

Quick question...Are these logs cleared when browser history is cleared?  If
not, they probably should be.
