Remove disable-gpu-vsync about:flags entry

This entry completely breaks Chrome and has for a while.

Thanks for removing this James. I guess we'll keep the entries in
chrome/app/generated_resources.grd so we can re-enable this later?

Yeah, I don't see any reason to mess with those.  The future should look like
1.) Figure out when this broke (should be easy to bisect)
2.) Fix it
3.) Figure out how to have test coverage sufficient to avoid completely breaking
this configuration since we know that it impacts our user population when we
break it.
4.) Assuming we can do (3), add the entry back to about:flags with the flags.

If we decide we don't want to support this at all we can remove the grd entries,
but that seems less likely to me.

+1 for keeping the disable vsync flag... the ANGLE team relies on vsync-disable
for testing performance regressions in WebGL demos.
