Who sets this? Can we just key off of anrdoid webview or something?

Network stack when built as a library will need it (Currently in
components/cronet).  No other modules will need this.  I'm not sure where else
to put it to share stuff between modules.

This is a global defined for every single compile of every single target in the
entire build so that you can pass it into one file. CAn't you just move it to
the url.gyp file?
