This change hopefully will fix the crash. If we want it to crash instead I can
remove the if checks and put CHECK() to get more debugging information.

Can you use DCHECKS? It would be nice if developers would notice a corrupt
dictionary if they encounter one, and I think CHECK is probably too heavyweight
if we're already crashing here.
