Disable HttpsEngagementMetricsProvider

Disable HttpsEngagementMetricsProvider

HttpsEngagementMetricsProvider looks up the most recent profile in its
ProvideGeneralMetrics callback. This is causing a crash in Linux M55 stable.
To address this in the near term, we simply disable the
HttpsEngagementMetricsProvider for the time being.
