Both of the current shim users are activated on arbitrary threads ATM, and I
can't rightly figure out how to rearrange that reliably. I'm also not sure how
the latent enabling mechanisms work - it seems that for profiling the default
can be later inverted. Making the shim insertion API thread safe seems simple
enough?
