I don't see any tests for using Float32ImageData as an ImageBitmap source.  This
CL is already very big. I recomment you should revert this file and save it for
a future CL. Also remove ImageBitmapSource from the list of base classes of
Float32ImageData, as well as the ImageBitmapSource method implementations in
Float32ImageData.  Save that for a follow-up patch.
