Do not run discardable memory related browser test for official build.

Because chrome official build doesn't support single process mode which
is needed by those tests.

Please see the BUILD.gn. I moved those test to a new file, and not build this
file in official build.

Please see the change in the original CL. Those tests are not built in official
build.
