[Touch emulator] Update cursor when device scale factor changes.

This may fix a touch cursor problem when multiple monitors have different
device scale factor.

Yeah :-)

So far this was only reported on win 10 with multi-monitor setup, so I wasn't
able to repro myself.
Anyway, the patch is good by itself, as it makes cursor sharp on different
displays, so I'm in favor of committing it.
