Add command buffer support for EXT_sRGB_write_control

Add command buffer support for EXT_sRGB_write_control

This state is not set in the service side at glEnable/glDisable time.
Instead, it is set during framebuffer validation, to accommodate
driver bug workarounds on desktop.
