The problem for WebVR is that the gesture requirement is checked in Blink. Still, maybe there is a better way to do this. These are feature names, so they can be independent of the switch name. (In the past, we toggled between enabled/disabled in the switch names, but this remained the same.) It seems that Requires/Needs would be better.
