Please review and also double-check my plan for moving these resources:

1) Write CLs like this one, copying the images upstream and adding a "resource"
target to the appropriate build file.  No one will depend on this target for
now.
2) Write a downstream CL that removes the old resources, removes the old
resource rule, and depends on the new one instead.

From the perspective of the app, this should be a no-op, because we're including
exactly the same set of files as before, just through a different rule.  Does
this sound reasonable?

I'd like to suggest moving images in batches of ~50, entire directories at a
time, but maybe multiple directories per CL.
