This CL fixes it; WebGL must wait for sync point before deleting mailbox the
compositor returned.

Please wait for the GPU try jobs to finish, then commit.

I also had to reduce the number of iterations on the context lost stress test to
reduce flakiness on the debug bots. It would be good if you would test it
locally with an increased number of iterations to make sure that this change
works OK when the context is lost.

It passed gpu tests in my machine, which is linux & intel gpu, after following
