Adds NativeWidgetAura::is_parallel_widget_in_window_manager

Adds NativeWidgetAura::is_parallel_widget_in_window_manager

This is needed to ensure some operations don't attempt to modify state
back on the underlying aura::Window when the window manager owns the
window.
