Fix flaky GetClockState test

Setting the testing build time ensures that the test passes even if the
system clock is incorrect when running the test.

I think it's possible. I saw https://codereview.chromium.org/2524613002/ go by
which suggests that other tests got bitten by this too. It might be possible to
do something more general like they did in that CL for net_unittests, but I'm
thinking maybe it's better for tests to not rely on the system clock if they can
avoid it.
