gyp?

Usually in gyp enable_inspector is false anyways, isn't it?

debugger.gyp is empty if test_isolation_mode is "noop", and so gyp refuses to
run with v8_enable_inspector == 1 with "gyp: Unable to find targets in build
file v8/test/debugger/debugger.gyp"
